Where Madison countians are complaining the most about roads is what engineers asked county supervisors to find out so they can update the South Transportation Plan.

One supervisor proposed the engineers meet individually with each of the supervisors over the next 60 to 90 days and come back with suggestions.

Engineers from Neel-Schaffer returned to the Madison County Board of Supervisors on Monday seeking their input.

Transportation Traffic Manager Jonathan Kiser of Neel-Schaffer presented an update on the county’s South Transportation Plan developed in 2016.

“There were a lot of projects identified that had a very positive impact on traffic circulation for the county,” Kiser said. 

“What we are here today to do is to talk about updating that transportation plan to identify the areas that you’re concerned about, that your constituents are complaining about where you have congestion that needs some relief where we can evaluate and quantify. Is there a traffic problem? What can we do to solve it and how much will it cost?”

District 3 Supervisor Gerald Steen asked if the update was on projects that are in the works or projects for the future.

“It is a combination of both,” Kiser said. “Like Bozeman Road widening is in the right-of-way acquisition stage, there are several that have been implemented and then there are some that are still in the planning and design process.”

District 1 Supervisor Shelia Jones and District 5 Supervisor Paul Griffin asked about Yandell Road traffic flow and District 4 Supervisor Karl Banks asked about Catlett extension.

“Something has to be done there,” Banks said.

Stan Wright of Neel-Schaffer said the Catlett extension is a $2.5 million project that has received more than $1.5 million in federal funds.

“We are in the process of designing it and just got the environmental completed so we would be happy to give y’all a display and some updates to show what’s going on there but it is going to function really well,” Wright said.

Steen proposed the engineers meet individually with each of the supervisors over the next 60 to 90 days and come back with suggestions for projects that should be prioritized for the county’s south transportation plan.

In other matters during Monday’s Madison County Board of Supervisors meeting, the board:

• Held a public hearing on property tax appraisals for two properties at which no one spoke and voted to approve the appraisals;

• Held a public hearing on a height variance at the megasite at which no one spoke and approved the variance request;

• Approved the consent items on the agenda;

• Approved permission from Beacon Construction Inc. to subcontract work on Stump Bridge Road to Mississippi Paving & Construction Inc.m Lane Line LLC. and Atwood Fence Company Inc. 

• Approved a supplemental agreement No. 2 with H&M Construction LLC C for $106,880.50 for the Oakfield Boulevard drainage improvements. The SA is needed to provide a 2-foot “layer of concrete sand under the base to bridge the very unstable soil conditions at the site.”

• Approved a request from the engineering department to approve the selection of Stantec to provide CE&I services for the King Ranch Road signal project and that the Board President be authorized to sign the attached letter to MDOT stating such.

• Approved the following planning and zoning requests from Scott Weeks:

• Planning and Zoning Draft Minutes April 8, 2021;

• Mipitou - Set Appeal Hearing Date June 7, 2021;

• Soilmasters (David Kennedy) Conditional Use for Mining Operation — Hwy 16 East — Property Zoned • R2 / Supervisor District 5 / Planning Commission Approved April 8, 2021;

• White Oak Construction — Request Refund for Building Permit for $1,351;

• First Colony Entrance Gate — Approval for Entry Gate on Public Road

• Lexington Drive Building A and B — Variance on Setbacks — Lexington Drive — Property Zoned C-2;

• Commercial / Supervisor District 2 / Planning Commission Approved April 8, 2021.

Considered the following requests from Shelton Vance, the county administrator:

• Approved a request to remove the Southwest Madison Fire Protection District at the request of a recently annexed area of Ridgeland;

• Tabled a request to approve fire protection contracts;

• Agreed to allow Vance to consider membership applications for Sams Club and Costco to purchase county items;

• Tabled requests from the district attorney’s office until further discussion;

Unanimously approved the following items from Na’son White, the county comptroller:

• Approve Budget Amendments & Interfund Cash Transfers 

• Approve General Claims Docket — April 29, 2021;

• Approve Payroll Docket / 1 — April 27, 2021;

• Approve Payroll Docket / 2 — April 28, 2021;

• Approve Payroll Docket / 3 — April 28, 2021;

• Approve Fleetcor Docket — April 29, 2021.

 Other items:

• Agreed to resume mosquito spraying in the county;

• Emerged from an executive session where they approved an administrative adjustment counteroffer on the Bozeman Road project as well as acknowledged a court order for Reunion Phase III appraisal payment.
